The L.B. Baynard Jr. Papers contain correspondence in support of Baynard's candidacy for treasurer of the state of Louisiana (1923-1924) and from persons seeking political favors (1926-1927). Semi-official letters (1928) reflect political pressure and refer to the trial of Governor Huey P. Long and to his political policies. The papers also include a Louisiana Highway Commission Report for projects to be financed by bond revenues (1930), newspaper clippings (1927), and a few business cards.

L.B. Baynard Jr. was a representative for Rapides Parish in the Louisiana Legislature between 1920 and 1924. Huey Long Pierce, Louisiana governor and United States senator, was born 30 August 1893, near Winnfield, Winn Parish, Louisiana, and died 10 September 1935. He studied law and practiced in Winnfield after 1915; served as Louisiana public service commissioner (1921-1926); was elected governor of Louisiana (1928); was elected to the United States Senate (1930); and organized the Share-Our-Wealth Society (1934) for which he had national support.
